Looking up a full-stack developer / CTO to partner up for a B2B directory for a niche market

I am looking for a full-stack developer to partner with me in order to develop an MVP for a B2B directory for the construction industry in the UK. All initial draft designs and user flow scenarios are pretty set up along with a business plan. A tiered membership plan based on sector category and team size will be required to implement. Membership plans will allow members to access certain features depending on their member level.

I am not very familiar about recent technologies that can be used to implement this app but I don't think WordPress or similar third-party platforms that require constant plugin updates would be a good option to rely on for this StartUp project. The backend and frontend should be developed together with some suggestions on the UX as well.

I'm an architect and I feel there is a niche for this app to be successful. I have a decent network to market this SaaS app to the construction community in the UK. It would be nice to partner with someone in or around London who has experience in developing such B2B directories/marketplaces.
