Today a got pickedpocket by a phone theif. Is there any way to track my phone back? Is there anything we can build which helps to get the phone back. Since IMEI number even doesn't work.

There are multiple ways to track your phone when you are in emergency need. I've been through the same situation a while ago. What I did do? Firstly I've looked on the internet for ways how to track it I was looking mostly for tips from those who know how to track it. I've followed their tips https://www.softwaretesttips.com/android-not-making-or-receiving-calls And I remained very delighted and thankful for this, there is always a problem solved, all you have to do is just look and do your research for the issues you are facing in your life, regardless what it is.
For android, there is a phone finder function in case you have attached your phone to Gmail. There you can find the phone's movement history by geolocation. What course it was on and where it stopped. Again, if you had the Internet-enabled, also, if you find where it stopped, you can use the free ring my phone feature. You will be able to track who your phone is ringing. If your phone is turned off, you will have to wait until it is turned on. And it will be turned on anyway, and you will be able to track it.
What kind of phone? If it's an iPhone there is a native "Find my iPhone" app that could be useful. Not sure for Android
