Marketing Email Service

I am looking for a cheaper email service to send bulk send 3000 emails. I am thinking of using Amazon SES, and use Outlook as the client. But I am not sure if Outlook can handle sending 3000 emails in one shot.

Other options like MailChimp are very expensive as I am bootstraping a project from scratch. Can anyone recommend a cheap solution, will Outlook be able to handle this if I point my outlook to the Amazon SES SMTP?
