Mobile app with payment through bank

I have an idea for a mobile app where I want people to be able to pay through the app and then be able to scan their phone instead of their card to pay for example at a restaurant, but the problem is I'm a webdeveloper with no experience in developing a mobile app. So I was wondering for the idea I vaguely described above, what would you recommend me regarding programming language and techniques/services to accomplish something like this?
