Finding the right market and customers is a lot easier when the "idea" is good.
Maybe you misunderstood what I'm saying. A good idea in business is defined by the market and customer it addresses. So start by finding the good market and any ideas are likely to be good as well.

It's kind of vague what a "good" idea implies in this context. An idea that has customer/market fit would be a good idea, and maybe should be the standard for a good idea.
On the flipside, an "exciting" or "cool" idea isn't necessarily going to have that PM fit.
That's a good point. Since we're talking business, the goodness of a business idea is how much revenue it can generate, how much time and energy it would take to build, etc. A bad idea is one no one will every pay for that will take you your whole life to build. The best idea is one you can build in a day that everyone on earth wants. All real ideas exist between those two extremes.
In the first place it will never work if it sucks!
