MVP creation bidding platform

Basically, the idea (I'm still refining it) is a platform exclusively oriented around connecting individuals/businesses that want to develop a MVP (Minimum Valuable Product) with developers that have vetted experience in developing an MVP.

From my, albeit limited, research it seems that for almost every product you're going to create you really want to create a MVP first so as not waste time/money/effort before validating the general idea. I'm not aware of any platforms that cater to this (are there any?) and it seems a market gap to me.

A high-level overview of core features would probably include (only some of these would be part of the MVP, still working that out):

  • Developers have to successfully complete a demo MVP project (provided by the platform) in order to be able to post bids. (Maybe project creators should be encouraged to complete some kind of training before posting too, but I'm thinking that might be a deterrent.)
  • Project creators could still start by posting a brief description of their project (as they do on Freelancer, etc.) but that would only be the first step. They would then proceed to defining their MVP specification (need to figure out what this would look like, but this would be a defining difference between existing platforms) and projects must be vetted (I'm thinking community vetting by developers perhaps?) to ensure that they are ACTUALLY biddable based on the specification. Still thinking about how this might work.
  • Once a project is approved for bidding, developers can indicate they are interested by posting a bid (that has an actual chance of being accurate). Bids that are "I can do this" type would probably not be permitted, and there'd be some kind of bidding community guidelines or similar to inform and enforce this (maybe just a simple report feature to notify site admins that a particular bid should be reviewed to see if it conforms with community guidelines?)

The motivation for this comes from my experience with existing Freelance platforms: the majority of jobs posted are simply not biddable, and certainly aren't for MVPs. What I mean is they'll often be "Build me a website" with the description usually just an (often broken) link. As a software developer, I know this can't possibly be sufficient to bid and, inevitably, the bids are full of so much "I can do this" noise that I expect the vast majority of project creators are not getting the best person for the job, but often the first one to post a "bid"
