If you are looking for a developer then please hired someone who has experience in developing as i have hired a developer and i have faced many difficulties because he was not expert. This is my advise.
Non tech people should ask for advice first, you can spare yourself a lot of troubles.
Ideally you find a 3th party that will not be directly involved in the development but close enough so you can get an opinion of the dev progress.
