Am sure you are aware, but Apple specifically has App Store Guidelines which state that apps should be more than simply a re-packaged website.
If you were to push further on this, then it would be useful for you to guide your customers through this process and include suggestions to ensure App Store acceptance.

I would like to see a question added to the FAQ about what is in scope and what is out. A full PWA app like https://uclusion.com with sign in, local storage, etc. is I assume out of scope.

Basically, these are not PWA. These are custom WebView apps, we have mentioned that apps will look and work exactly like your website, why do you think that is not enough? please elaborate. It will help us a lot.
Does Apple accept Webview apps anymore?
