Need help! Building a job board

Hi,
my idea is to make a job board with job offers from aborad for people in my country. I made a fb group(there is growing community) and I am not sure what to do next. Should I offer members of the gorup special job offers in exchange for their email or should I start building a job board straight away without having email list
