No idea where to start with landing page.
I'm trying to build a really simple and clean landing page, something like: https://zorocard.com/ (even simpler, no animations, less sections)
But I have NO idea where to begin. Are sites like this built from only CSS/HTML/JS?
Is it just really advanced CSS or do I need to dive into something like React/Angular to get this done?

You really can use only HTML and CSS and find any static site hosting with a free plan. No JS required.
To create a simple landing page find any free template and modify it.
Funnily enough, I have a tech background and I still found myself procrastinating on building a page until I signed up for https://carrd.co/. I'm pretty sure I had seen it mentioned around here, and a friend has been using it. Paired with NameSilo for buying domains and connected to my MailChimp, I found it really easy to spin up a quick page which looks decent.
Sometimes it's best to just start using something and then you learn what you like, what you don't like etc.
Just to add onto your initial question, "Are sites like this built from only CSS/HTML/JS". For landing pages, pretty much, obviously if you want them to be able to submit a form of some sort, there needs to either be a backend to handle someone submitting information, OR you embed a form with something like Mailchimp and they handle it for you. But then you may want to start implementing things like A|B testing, and then you may want to add something else on etc etc. And then it's just easier to use services in my opinion who've already considered all these different use cases. It's definitely useful to understand the basics though.
In the end, it's all just HTML/CSS/JS. However, they might use some JS framework on top like NextJS, Gatsby or similar.
If you are not comfortable building a website from scratch, I would recommend using a drag-and-drop website builder tool. Something like https://www.squarespace.com/ is very good.
That site can easily be built without a JS framework.
The only custom part is the credit score widget.
I don't recommend creating a website from nothing, it takes ages and your goal is to validate the business idea.
If you have a low budget find a free template and edit it for now.
If you have more money than time look into a page builder. If you want custom widgets like zorocard then the page builder I built is I think the best option https://versoly.com/
Versoly has a custom html/css/js editor built in that will allow you to create the sliders.
Also with most page builders you can collect emails and forms.
