
Problem: my landing page copy is targeting the technician and not necessarily the decision maker. How do I add a CTA if they aren't the decision maker?
To get around this, I added a light hearted prompt at the end to:
I haven't launched yet, and probably won't have the level of traffic necessary to validate this as a strategy, but thought it was pretty cool nevertheless!

I think it would be interesting for you to study a bit more who these decision makers are. Some eg questions:
I think the email you've written is very much from the user's perspective and doesn't address exactly why the decision maker should care.

To answer your other question about how to get here, you would need to give us more context about what is in the rest of the landing page, so we can help you better.
But with this info only, I'd suggest this: A CTA that just says 'Help me convince my manager' => get their email address => send this new email + some attachments (research / case study, etc). Even if the decision maker says no, you have their mail ID to further plan future outreach.
the user of the product, is a key influencer -- to the decision maker.
CTA is from user perspective.
VP is from decision maker perspective
If its a massive cost, then VP has to counter that. If its a tiny cost, the influencer request can easily be filled.
