Note's tool

Hello everybody,
I intend to make a tool that can manage notes on files and/or folders : when the user open a file/folder a flying note is opened if the user want to make some notes about the file/folder. The flying note contains also options like to delete or display old notes for a file/folder.
Your advice
Thank you
