Partnerships in lieu of a big social following

I'm currently building a curated software engineering job board targeting moonshot companies called Andromeda. We want to be the place engineers come to find work that matters. No enterprise SaaS, widgets, or icons. Not there's anything wrong with damn near any kind of work.

My quandary is this: I don't have a robust social following and want to get as many engineers on board as possible. How do I go about this? I don't have any cash to pay developer 'influencers' to broadcast my message. How should I hack the growth?
