I'm very seasoned and I have no idea what you're talking about. Anyone willing to give you an estimate based on these requirements is going to scam you six ways to Sunday.

You need to learn how to make proper requirements and post jobs that are meaningful or else you're going to be in for a world of hurt. You likely need multiple people, too. From what little I can glean from this you'll need a graphic designer/UX person, some sort of writer if you're not doing it yourself, and some kind of programmer (though I have no idea what kind based on that description). That's just to start.

Spend some time writing an overview in plain English about what you're looking for, draw some wireframes, and write some requirements. If you have the know how, pick a technology or platform. If you don't, you'll need someone to advise you.

The people on Fiverr (Fiverr? Really?) that aren't responding to you are the smart ones here.

I think you're imagining a React framework, but have you given any thought to WordPress as your foundation for this (regardless of whatever product capabilities/frameworks you put behind it--and you can run React on the front end of WP, for that matter). Your first six items work out of the box. Tracking referral IDs and rewards for referrals probably already has a plugin for it (there definitely are a couple plugins for affiliate programs that I suspect would work fine), but in any case wouldn't be a particularly heavy lift to add in as a custom plugin. For CRM you'd have options, though possibly not as stripped down as you like (though I could help you there because I've developed some blocks that you could build this with). And admin... yep, already there, and a robust interface for building new admin pages. Just a thought, but if you want to bounce it around, give me a shout.
