My hypothesis is that people respect and look forward to feedback from peers. Initial stages of ideation and flushing out details. Hypothesis has legs? Need tweaks? Hopelessly wrong hypothesis :)?
If you haven’t done so already, perhaps do some research on 360 performance reviews.
The whole idea is to disconnect feedback from "review". I have looked into 360 deg peer reviews and also built a platform unsuccessfully in the past.

This will be completely disconnected from reviews (not planning to sell it to HR folks at companies). It will be a consumer app.
Fair enough. It wasn’t obvious from original post that you were already aware of 360 or that the “whole idea” was a disconnect from formal review.
Since you asked directly for input about your VP; I don’t believe this is a strong offer. I haven’t experienced the desire or had anyone in my work environment show any desire for this type of performance critique. 🤷♂️

only people in the same company can give feedback to start with. People from other companies giving feedback is something to be thought of later.
I don't get it. That's what I do when I go into the office, we throw stuff at a wall, see what sticks, argue with each other in a constructive way then move on to the next thing.
We setup a private non-company owned slack to talk about everything else.
Many times during your discussions you may have wanted to give a feedback to a person but may have withheld it and wanted to give it privately. If you happen to make a note and let the other person know that is wonderful but what we have noticed is that due to other priorities we may not really give the feedback to the person in private. The idea is to facilitate private peer to peer feedback.
This is not to replace "in person" or "public" feedback" but to facilitate private peer to peer feedback.
On you setting up a non-company owned slack - that is a great idea - but not sure if all every company (or people in that company) does that. In addition to that whoever is the admin can potentially access all the groups and channels so your conversations are not truly private (unless you folks have figured out some other settings/means to achieve privacy)

I don't see this as being a thing. Here's why:
Too much feedback = micromanaging.
Peer to Peer isn't always good feedback too.
I told all my direct reports if they wanted to talk to me to call me and I made myself available.
The problem that you're alluding too is that not everyone is honest and open and means well. A private chat won't fix this.
