Productize Services in Design

Hello everyone;
I am thinking of setting up an "unlimited design" service by monthly subscription in my country Spain. I want to offer a design service (branding, web design and development, logos, etc..) at an affordable price. This is interesting for companies that have a high volume of demand for these services as they save on costs.

However I am thinking about local businesses that dont have so much demand for work and would like to offer also web design and development but with a single payment without sacrificing quality for standard pages or small ecommerce.

How do you see this? Do you think I should focus only on one business model or can I cover both audiences on my website?
