Recommendation for designer/illustrator for characters?

I would go through dribbble.com and create a list of illustrators that match the style you're going for. Then reach out to each of them with a clear description of what you're trying to make, and which illustrations they've made that may be close to that. That's how we found https://dribbble.com/cpuentes23 who ended up doing our logo. I tried a variety of methods but this worked best for us.
