Referrals software

I was looking for a referral software to do all the referral work for me, but all the options that I saw are very expensive. Any ideas of affordable(max. 15$/month) tool?
I started thinking to build a software like this and offer a low price. What do you think?

My business model will be slightly different however, I intend on introducing a pay-per-success model. Bootstrappers are not huge fans of high fixed costs from my experience.
