Relying on users to source data

Hey all,

I have an interesting app that I started working on, but it has some inherent challenges due to it's physical nature (i.e. not just digital).

At any given time, a location can be unavailable for various reasons. That data is not publicly available from google, and users would need to "report" when it's not available.

That being said, I think relying on users to do this could be a turn-off? Especially if they have to do it multiple times. Also, how do I know if a user isn't just giving me a bogus report.

I guess my question is, when your app partially relies on users to source data, how do I verify it? Is this something worth pursuing, or am I screwed?
