Remote work companies. Do you calculate potential salary based on the location of the new hire, or the location of the HQ of the company?

Let's say your office is in SF or New York, how do you look how much to pay for a remote worker, do you look for market salary from your location or from the remote worker is from?

    Usually from what I have spoken to hiring managers about, it is based on cost of living in the locality of the candidate + 30%.

    From what I've heard from other companies, the salary or more or less depending on where you live and the cost of living at that location. If you want a candidate that lives in an area where salaries are high, you have to compete with other possibly non-remote companies in that area. However, as an employer, you have the leverage to set salaries lower than what is in that area as you also can hire people in other locations. I heard from one remote company that they incentivized people to move to locations with lower cost of living.
