A tech co-founder would push back hard against a non-tech founder who has already settled on a tech stack.
Yeah... it looks like a big red flag.
Some keywords are pretty obvious given that it's a web app (e.g. JS, CSS and REST), some are head scratchers (why Mongo? Using OAuth or implementing it for 3rd parties to use?).
Most of all, a technical cofounder should be executing against business needs as opposed detailed tech choices made for them. This looks more like a request for an employee.

It could be a perfect technical response to a commercial opportunity. I'd be interested in hearing something about how these components were selected, @jeff_carp.
If it's a perfect technical response, why do you need a tech co-founder? If you just need someone to maintain it, then find a contractor/employee.
