Selling to the bottom of the pyramid is hard work. But there is a lot of money at the bottom.

In the little while I have ran small businesses I discovered that folks who pay for the most expensive services or products are usually the least problematic.

Would you stay at the bottom where most of the money are or at the top with less money, less problems?

Sell to the bottom, but don't leave money in the table, just create the more expensive version of your product, the best version of it, so it becomes "aspirational".

I think the bottom is much more competitive, because the barriers for a new player to enter in the market are few, if you get to the top its because you became more "niched" or sharp.

Revenue or profit? Revenue is at the bottom and profit at top, generally speaking.

Stay at the bottom. While the customers are more difficult, there should also be less competition for that reason. If you can build solid customer support processes it makes things easier.
