there is no such thing as free traffic. or at least free traffic is not scalable. SEO isn't just putting some meta-tags in your html...

PPC if you know the context in which your customers are living.
You can use either to fuel the other.
Need to know what to dive deep into SEO? do Google Ads to figure out what people will click on quickly.
Get people back to a site, by doing retargeting on Facebook.
SEO - always.
PPC - if you have the funds.

I use both. At least at this point with my current project.
For idea validation I would go with PPC to test the water faster.
SEO is for long term. It's free, but it takes time to do it right.
