Shipped a small local verification CLI

I shipped a small local Python CLI this week.

It snapshots file state using hashes, stores a baseline, and later reports exact diffs and rule matches. Reporting only. No enforcement or background processes.

This was mainly an exercise in keeping scope tight and claims minimal.
