Should I Pivot?

Context:

I launched an anonymous forum app called Shyne, a little over a month ago. I have had 489 downloads over this period. The app was inspired by Reddit based on real-time conversations. The "threads" that were most active would be promoted. Even though I am close to the 500 downloads, I am not seeing a lot of organic growth for the app. I have had started using Apple Search ads which have made about 50% of the downloads.

Problem:

Originally there was a decent activity of random conversations which were the intended use, but now it has shifted to people trying to "hook up" with one another. A lot of my indirect competitors when you search "anonymous chat" are geared towards this audience. I believe the search ads (basic setting), geared me towards the app types of users, or possibly this was inevitable. These users have shown they are more active than the previous group, however, this may be a bias because there were fewer active users then as well.

Pivot:

I have a lot of spam filters to help weed out low-quality posts. There is no image sharing on the app, for I feared it would become similar to 4chan, as well as word limits for titles and replies. The possible pivot would be to allow image sharing and lessen the current filters to help promote activity. The app has only been available for a month, so I am still considering staying the course of what it was designed for as well as trying to stay away from the "hooking up" apps.

Is this too early to tell if it has been successful? Is this a normal growth expectation for an app on the ios store? It is available for both stores but all the downloads are from IOS. What are y'all thoughts on how I should proceed?
