SMB Risk Plans

I'm looking to help SMBs develop risk plans (IT Disaster Recovery/Cyber security / Business Continuity). Does anyone have any ideas on a target audience? As of now I'm thinking companies that may want to move into industries that are regulated and will require their vendors have these plans but I'm trying to niche down a bit on audience

An example would be a business process outsourcing company that wants to get into mortgage company work. They often times require these documents be provided and the companies don't have any "simple. easy. fast." methods to create them. I've seen a few "dumb" templates that cost $1000+ and requires a lot of knowledge from the creator. My idea would be more of a "Turbotax for risk plans"

Any help would be great.
