Social or passive? I'm torn between two growth strategies

I've built an app for reporting drivers, and basically made it easy for people to find those reports. The way it works is simple, go into the app, there's no login or sign up screen - and search by licence plate. I went live a week ago and I have just over 150 installs on Google Play and some users on the web.

Now here's where it gets a little blurry. Some users are adamant, they want the app to take screenshots of whatever cab app they're using and the app should return a result without them having to actually do anything. I know, it sounds great, I would implement it, but on the other hand is a group of users who demand more interaction. They want to be able to vote for reports and do all of that, comments and stuff.

The problem is growth has basically stalled and I need to choose between these two models. I know the passive one is especially great for business users, but that also means they're less likely to write reports, whereas the social model works great for Tom, Dick and Marry. But it might not be sustainable to expect people to have to fill in the licence plate every time they get into an Uber.

So I come to you, Founders. Which way?
