Justin Kan stated that one red flag when getting pitched by a tech startup is the inability to build your own project, meaning someone is pitching a technology startup but can’t build technology. If you are a tech startup you should be able to build tech.

How you can start a business in a field you don't know anything about ? You can only if you have a lot of money to spend on people who know and also have vision. Proven people who already had success in that field.
This is why Jack Ma story is different, and it is maybe the exception to the rule. Alibaba is based in China, their system is totally different from ours. In China, most people can't start a business on their own. It is reserved for the 'nomenclature' or the party members with a high status. Also, Alibaba main business is selling physical goods, not technology. So it is more important for the founder to have knowledge in trading, sales, than technology.
