Stripe Subscription Price Increase?

I see recently that Smart Retries was disabled, a feature that was free since I started using Stripe. It looks like it is now part of "Billing Scale" which is 0.8% per transaction. I took a look and Starter which looks like is required to have subscriptions at all is 0.5%. Is Stripe effectively raising their cut or am I missing something? My invoices right now are still only 2.9% + .30 per transaction. Wondering if that will change soon.
