SW to manage grants or scholarships?

I need a way to manage applications and then select who will win a grant and runner ups.
This will be a multi-step/workflow approach almost like applying for a job.
As we cannot support all the financial aspects I will need a way to management some enrollment fees or accomodation fees for the ones that didn't win the grant.

I had to manually process it as prices for this kind of platform were prohibitive - I have a non-profit to host artist retreats.
