The most effective way to create UI for your MVP

HI all,

I'm total newbie in design and frontend, but have a lot of experience in backend development, so I'm wondering how to start building UI? I know there a lot of UI frameworks but how to choose best suitable?

I think in 2018 should be any tool which allow me to drag & drop UI elements, create a prototype and get a raw code(js, html or whatever), am I right? Ideally I need a simpliest and easiest way to create beautiful design, assign buttons to REST or SOAP calls and focus on backend staff.
