    I somewhat disagree here actually, especially with the programming languages being foundational. It depends on how you design your tech stack, but many (even most) modern apps are built around the notion of microservices that are interchangeable. The initial programing language chosen matters very little if you can effectively replace individual components independently. Given this isn't true for monolith setups, but there's a reason they are going out of fashion.

    The cloud provider and infrastructure on the other hand are far more limiting and foundational. Transposing an API from Python to Golang is annoying. Shifting your entire stack from Azure to AWS is really annoying, painful, expensive and time consuming, and will likely break everythin.
