Themeforest HTML template

I have VAST experience installing, customizing and maintaining WordPress sites. Now I want to develop a new site that is a Restaurant Directory but I don't want to use a WP installation.
I have found an HTML template on Themeforest [theme name: Foogra].

Does it come with all the files to install into a web server and that's it? Or does it involve a lot of customization?

Anyone has any experience with that?

    That's an impressive skill set! By the way, I'm currently exploring themes for WordPress sites, and I've been curious about the website. Your expertise suggests you might have insights. Do you happen to know which theme they use? My guess is it might be a paid one from ThemeForest, but I've had difficulty pinpodginting it. Any information or guidance you can provide would be greatly appreciated!

    Not specifically for your Foogra design, but all the designs I bought are HTML designs.

    They usually come without pictures you see in the demos. You get blank pictures in the zip files that are correct size for the design not to break. And later on it is easier for you to get proper sized images. But the design structure and functionality is all there.
