Three-tiered pricing, or one plan with monthly/quarterly/yearly plans?

Hello all. I'm in the process of setting up a landing page for our productized software development agency, and I'm having an issue with pricing.

Should I offer three tiers, with the included features increasing as the price does, or is one monthly price with quarterly and yearly options at a discount a better option?
