Tips on growing the community on my new platform

I need some tips and suggestions on growing a community on my new platform as well as growing the userbase. The platform is intended to offer rookie and seasoned developers a place to post their portfolios (or any other project) and get feedback from other developers (members of the community). There are no plan on monetizing this platform only to grow its presence for now.
