Everybody receives phishing emails, few people know what to do with them.
https://report-abuse.org is a tool that streamlines parts of the process and provides you with the instructions.
Could you give it your best roast?

You need value prop at the top. "Paste a suspicious URL" is not a value prop. It doesn't tell me what benefit I'll get on pasting a URL.
Is your target audience a busy executive who gets a lot of spam emails that clutters their inbox? What is the primary problem here? Is it that their inbox gets cluttered and they are not able to actually attend to the real emails?
Or is your target audience someone who believes in inbox zero and wants no email in his inbox? Then these spam emails force him to declutter his inbox every few minutes?

Interesting! I could have never imagined that this tool was targeted at enterprises and businesses and not at individual people.

3.1 Manually following a few steps to figure out how to report it.
3.2 The bulk of the time is spent on waiting for the reply from the abuse desk of the hosting provider. However each provider is different and figuring out how to talk to their abuse desk can take a few (5-30) minutes of inspection. Right now it speeds up the initial part of the process from these few minutes to a few seconds. The plan was to also keep the record and automatically follow up if the site is not taken down.
The added benefit is that the website is securely accessed without compromising the computer of a person doing the reporting.
I feel people may not be interested in paying for your product if it's saving only a few minuted in speeding up the initial process. Because it's a one-time thing. I feel that people would be more inclined to pay if you get the automatic follow-up working. Have you asked your potential target audience what's a bigger pain point?
Assuming that the bigger pain point is the follow-up, then does it make sense for you to follow up manually for every request till the time you have automations in place?
Assuming that you want to emphasize the initial part only since you haven't built the automations yet, how about the following?
