Trouble Finding and Validating Ideas

I'm having trouble finding and validating ideas. I can do web development but I'm pretty bad at finding ideas that customers will pay for. I've heard that I should solve my own problems but to be honest I don't have any. Apparently there was an Indie Hackers user that offered to pay people to speak with them and that user had a 100% response rate. Is there a way to do customer development by finding and speaking with potential customers? At this point I don't even have an idea.
