I'm planning to hire an agency or freelancer to build a good UI/UX website. If anyone of you hires an agency or freelancer to build your website, what did it cost you? I need some help here to get an idea.
Work Include:
Build 3-4 web pages
Only Signup functionality
Including Copywriting
Any suggestion and feedback will be much appreciated
Really depends.
To get a good one a few $1000.
To get an amazing one $10,000, but they will work on brand, do customer interviews and leave you with a ton of extra resources.
But at the early stage I would just build it yourself using a tool like https://versoly.com/ :)
Then pay a designer to spice it up and a copywriter to review and edit.

In my experience I find you can take design template for build but if your designer is not good the. It become spoon feeding kind of work. And due to this hardly any good things comes out of the design
I find that designers can create landing pages that look good but don't convert.
That is why you want to build the general layout and copy (could get the copy writer to build the landing page).
Then get a designer to add extra images, illustrations and pick color scheme and font.
That is the most affordable way while still getting great results.
