VPN Businesses

The VPN sector is one I've been a paid user for many years and an avid watcher from a marketing perspective. Though more recently I've been thinking how hard would it be to take a blank canvas and enter the sector? Again nativity kicking in here I'm not sure of the commercial viability of a business like this at a small scale. Would love to hear other's thoughts and opinions on this.
