This post will be part of a request for help and partly an outburst. π
I created https://pyre.gg around 6 months ago, I'm a big fan/addicted to games and I thought of creating a Social Network for gamers. (Just as IndieHackers is for Hackers or Dev.to is for Devs)
During that time we spent long journeys testing hundreds of different ways to bring in new users and activate them. Incredibly the ones with the posts created over the last 6 months our SEO has grown a lot and it brings us 80k people per month (with 10 to 15 registering)
However, we suffer deeply from non-activation and it is always very difficult to keep the community engaged and returning. Currently only 0.5% of our base interacts weekly and we don't know if this is a normal number or if we have a product that sucks.
Well ... that was it. I would love to receive feedbacks and suggestions on how we can improve our activation.
(Most of the website's posts are in Portuguese, since we initially launched in Brazil)
Gui, communities are hard. Yes that's a pretty average number, from my experience with communities.
you want over 0%, and you'd be surprised there are some communities with actually 0, yes ZERO activity. @rosiesherry writes about communities.
I think the "rule of thumb" is 90% will consume, 9% will comment, 1% will create. but even that I think is high. I'd imagine if you had 1,000 members, and 90 of them are active. you're winning. and 10 of them are creating a lot.. you're absolutely winning.

This might be generic but it sounds like you have to learn a bit more about your users and why they signed up in the first place. Before jumping into marketing I'd explore if you can interview 10-20 users over a video conference and let them explain what motivated them and what they hoped to get out of the network.
If you want to spend a bit of money you could run a survey and offer participants to win a Amazon gift card. Although I'd probably do that as the second step once you've spoken to users more intimately in interviews so you can validate some of your assumptions.
That should give you a launchpad to refine the platform and increase Activation.
My two cents on the topic.
I'm seeing the ad issue that @Gabe was referring to as well. No matter how far I scroll, that's all I see. That may be a large part of the issue. On the right, there is also a section that says recommended communities. Is that only functional if you log in? Or is there a way you could find out some of the more popular games on your site and start setting those up?

Fyi, on first load every single post on the homepage is an ad. Subsequent load fixed the issue. Tried again in incognito and same issue. May want to fix that :)
In terms of conversion rate, I wouldn't expect many people landing on a particular article to signup for an account. They're looking for info, not to join a community. Maybe you could get that up to a few percent though.. Have you thought about letting people just enter their email to get more news/content about a particular game? Might convert better than getting people to signup and then you can convert these people to real accounts over time.
