Web online phone calls

I'm looking for some web service that allows me to call phone numbers via API. My client asks from me to implement on his site feature where his employees can click on phone number and it will call that phone number and employees will be able to talk to person who answers the phone.

Something like Skype, so employees can talk to that person via laptop.

Can you recommend something?
