I usually take a template from https://html5up.net/ and tweak it to fit my style + content. Free, responsive, and fairly quick to get going.
Carrd.co is good and cheap.
Convertkit.com recently released a free version of its service. You can create landing pages but you can't email opt-ins without upgrading to a free plan.

Here some tools I've personally used:
I use Carrd.co combined with Convertkit.com to make simple landing pages that can capture e-mail leads.
Both services are very good - plus, Carrd is very cheap, but ConvertKit not so much, so consider that when making your decision

I also embedded an Airtable spreadsheet to that project, and it works very well.
