I'm testing this idea while building Monk Mode: distraction usually comes back when the system relies on willpower. The things that seem to work are boring constraints: remove the feed, set hard open limits, and make the bad path slower than the good path.

The motivation vs enforcement distinction is the strongest part of this. It frames the problem around behavior change rather than simply building another productivity blocker.
Hard constraints beat motivation every time — motivation is a resource that depletes, friction is structural.
The "make the bad path slower than the good path" framing is the right mental model. Screen Time with a passcode someone else sets is the only thing I've seen actually work long-term. Self-imposed limits are too easy to override when willpower is lowest.
