What does it take to build a spytool like Adspy?

Hi everybody,
I'm thinking about building an ads spytool similar to Adspy.com
To be honest with you guys, I'm not that good in coding, that's why I'm asking you here.
What does it take to build something like this ?
The monetization method will be based on monthly subscription fees.
