GPT-3 is the successor to GPT-2, a machine learning system that is used for natural language generation. It was created by OpenAI. It is a proprietary and commercial tool that OpenAI is exposing via an API that you can sign up to use. It requires a large amount of resources to run properly and thus they are not releasing it to be run by third parties at the moment.
