What is the best resource to learn web design to get knowledge to make trendy startup designs?

I believe that most of the design courses etc are shit.
The best way to learn imo is by:
Look up youtube videos or guides only if you get stuck with some part.
It's just like being a developer. Usually the really good developers build stuff that they want/need and figure things out on the way, the worse ones come from reading books or taking 10week bootcamps.
Don't focus on reading or learning, focus on designing ;)

If it's about learning how to use tools (like Figma) and practice, I'll do this!

yeah, that's the one! There are quite a few design tools out there. My issue with Figma (probs the only issue) is that it's browser-based. If you would like to find more design tools and resources check out my site
