Specifically - I am interested in UPI QR code based payments in India. PayTm was kind enough to give me multiple UPI QR codes for my merchant account. But they give no way whatsoever to capture - which QR code the payment was received from. Kinda kills the point of issuing multiple QR codes. Total bummer. Not much luck with PhonePe / Google Pay/ etc either.

Have you tried RazorPay? Have heard good reviews about their support for developers.
RazorPay does not support UPI QR code based payments, yet.
However, their documentation does look decent in comparison to their Indian counterparts.
They do support UPI payments - https://razorpay.com/upi/
NPCI based QR code for VPA can be generated independently too, unless you are looking for BHaratQR code which needs an issuing bank.
Are you specifically looking for something other than this?
From the documentation, it is not clear though whether they issue merchant account, if that’s what you are after. But do you really need it? One can get started without it, unless you expect to cross per day NPCI limits

I don't need BharatQR per se.
My use case has the following workflow:
User scans QR code --> User makes payment --> My server receives a callback upon successful payment --> My business logic is triggered
