Hi! Custom development is the best choice if you have time to learn and to do it. Surely for an IT business being able to maintaint your own site is a most. For the other cases, if your hands growed from the ass or you just don't know how to do it, you need to let others take care of your software and there are a lot of companies that are ready to save you (I've worked with the guys from https://www.3magine.com).
Custom developments are preferred to get exactly what you need, but depending on the project off-the-shelf software could be suitable.

If it's ancillary, use an off the shelf solution. If it's your core offering, build it yourself.
well, yeah...but if you are our of funds or just want to test your idea? guess, in such cases ready-made solution would be a good option
I tend for off the shelf after years of custom builds that didn't have the ROI to justify the time or expense.
If it doesn't save money in 24 months, won't do it. If it doesn't allow to meaningfully differentiate from competition, won't do it.
I've also cut SaaS services I use for same reasons.

for me I prefer custom software solutions for things that I need in my business. I think that's because by nature, I am a builder. I prefer building systems that I need as opposed to signing up for off-the-shelf solutions.
Besides, I can offer these solutions to others with the same problem when it's done :)
Depends on the overall cost. Both cost to maintain, complexity, and $$.
May look for a SaaS, a WordPress single licence plugin, or build myself.
Agree, it depends on a large number of factors. Though as for me, more often than not it's better to go with a custom web application since it can offer a unique set of tools and services that will suit the needs of a certain business. Besides, these days you don’t need to learn all the tricks by yourself. As @desert_eag1e said before there are quite a few companies that create advanced custom software. I write a lot of custom software to start with, but after implementing things once I use services after that. Gives me an idea what my needs are, what I get for my money later on, and how things work.
If there is something off the shelf, no need to reinvent the wheel. Time is your most valuable asset.

Case by case, but generally you will eventually end up building something custom.
