What SAAS to use?
I’m building an app and want it to be able to get a users bank info and transfer funds to a new bank account or mutual fund account that it creates. Is there an SAAS I could use to provide this functionality?

I am not exactly sure what you are looking for. I am also quite sure that this really differs from country to country and that many laws and regulations may apply.
Anyhow, you have https://myponto.com that has integrations with many banks in Europe. Probably thanks to the PSD2 regulations that applies here in the European Union. Hope this helps a bit.
