Definitely Quora. I’d talk to some folks about what they’re currently using and the problems they’re facing before going too far as it’s a pretty saturated space!
Sounds like stackoverflow, or some small discussion-based subreddits. Or quora. It's certainly a model that works! You'd just have to figure out how to differentiate yourself.
